Since "referenciar" does not appear in the DRAE, we may need to rely almost entirely on usage, which can vary greatly. Since they are both high-register, low-frequency terms, "referenciar" and "to reference" might be considered equivalents. That said, I think the suggestion (of Juan Pablo) of "portray" conveys the sense of the ST rather nicely. I also like Pat's "designed" (rather than "directed" in this context).

Fair enough..... but aren't we (or not so much me, as in this case I just 'spat' out the first thing that came to mind without paying much attention) acting as somebody's editor and doing their job for them. Are there any signs of effort from the asker?

I think some aspects of the previous two suggestions are worth keeping; that is, "dirigido" can often be rendered as "designed" and as for "referenciar" (to "reference" perhaps, though it's not in the DRAE), this term could be thought of here as "alluding to," "mentioning" or "referring to" Argentina in the context of its being considered a First World country.

Another option might be "designed to refer to Argentina as a First World country."
