The document I'm translating contains guidelines for constructing a budget for a university. I've found a recurring phrase that seems odd to me, and even odder when I try to translate it. Here are two contexts, for good measure:

El Comité de Presupuesto recomienda el presupuesto que será asignado para **acciones de personal** no docente (nombramientos sustitutos, contratos de servicios, diferenciales y compensaciones adicionales) y se lo informa a la Oficina de Recursos Humanos (ORH).

La ORH revisa, evalúa y recomienda a cada unidad las **acciones de personal** que correspondan a la luz de las necesidades presentadas por las unidades, una evaluación de los recursos con los que cuentan, su estructura organizacional, su misión y Plan de Desarrollo.


So, we have a Budget Committee allocating funds for...the actions of non-teaching personnel?

And then Human Resources recommends to a unit (college or school within the university) the corresponding ...actions of personnel?

It doesn't make sense to me. Should I simply write, "the WORK of non-teaching personnel"?

Once again, I was done in by a preposition--that pesky, multi-purpose "DE." Your choice of "REGARDING" was key. Thank you! BTW, I'm removing "non-teaching" in the glossary entry, since it is not part of the Spanish phrase.
