This Teaming Agreement (“Teaming Agreement”) is provided for use between two or more members of Consortium in respect of grant acquisition and management upon completion of a formal grant agreement between the DONOR and the DONOR LEAD. The DONOR LEAD and PROJECT LEAD will execute a Memorandum of Agreement to formalize and detail the nature of the Project and the requirements the DONOR LEAD has for the PROJECT LEAD which will supersede this Teaming Agreement.

No me había fijado, creo que también sería el caso de "Project Lead"

Cabe destacar que el documento corresponde o más bien fue elaborado por una agencia no gubernamental de Canadá.

Del documento que ofreces en la discusión se desprende (pág 2) que el Donor Lead es una persona, bien natural o jurídica; cito: (subrayado mío)

"Once a proposal opportunity is identified, the following steps should be undertaken during the weeks following the notification of the call for proposals:
i. EU Office will facilitate a discussion around whether ChildFund is eligible to submit a proposal (more information to be provided in “Eligibility” section below) and declarations of interest will be made by members within 72 hours of the notification of the call for proposals.

Para mi, Donor Lead se refiere a quien encabeza, quien representa al donador/los donantes; el Project Lead es quien lo hace para el control del proyecto.

Veo que aún no ha aparecido nadie con una respuesta certera, por lo que dejo este comentario en caso de que pueda resultarte útil.

Es posible que el concepto de donor lead esté relacionado con el de sales lead:

Quizá se esté hablando de donantes potenciales y de participantes o beneficiarios potenciales del grant project, ya que, en tu documento, se habla de “grant application” y “lead applicant”:
“It applies to all EU grant application processes in which one or more ChildFund members are involved. The Coordination processes between members for EU grant acquisition (under section II) are, however, only applicable to situations where a ChildFund member is a lead applicant.
(…)
The Protocol for Multi-member Collaboration in Cross-Alliance Grant Acquisition and Management
describes the modalities of grant acquisition between one DONOR LEAD and one or more PROJECT LEADS”.
