I believe this would be project management and measurement. All the work completed has to be measured so you know how much to charge the client, i.e. how many lengths of pipe you lay, how many machines used to lay them, how many labourers and man-hours, etc.

One way of putting it. "Surveying" also occurred to me, but I think "planning" is more appropriate here.

Well since this person does electrical and telecoms installations, I figured "planning" would be more appropriate, as "surveying" would be more on the construction side of things.
