This is a heading to a section of a paper by two Argentine economist on taxing sugary drinks to dissuade consumption.
I am not sure if they are two different ideas (1. mínimo exento 2. mínimo no imponible), as the wording suggests, or the same idea, something like a non-taxable minimum
A bit more here:
Los mínimos exentos, no imponibles y tramos generan quiebres y discontinuidades en las alícuotas. Los valores más frecuentes están en el rango de 5 a 6g/100ml para la exención o primer tramo, y el valor más frecuente para el segundo tramo es de 8g/100ml (todos países europeos, en este caso). La Tabla 2 refleja las concentraciones en las que se producen los quiebres más importantes.

If they are different - and I think they are, then IATE's glossary entries of tax threshold and 'tax floor' can be used.

The first term is a baseline and the second an amount.

Beware of the term of nil-rate band. In UK inheritance tax, it should not be conflated with threshold as on ths Govt. website as it is a *multiplier of 0*, namely the value of the estate of the AmE: decedent BrE deceased still has to pass through the nil-rate band to attract and trigger other tax reliefs:
