I'm deliberating between "reports" and "records" for "actas" here. I don't think it's necessarily "Minutes".
Any contributions would be gratefully received.

: agree completely.....they are in fact minutes, taken from the introductory safety meetings (prevención) prior to starting any type of major work (see further notes in discussion)

Where I work, the Comisión de Prevención (Safety Committee) is a specific committee depending on the project, they hold a coordination meeting and the results are then distributed via their main Safety Committee, these meetings are usually for coordinating one or more different companies or discipline groups that must work in the same area so that they dont interfere (safety wise) with each others tasks...i.e. you cant have one group welding two feet above another group painting....so these meetings are to coordinate timetables and activities so that all safety measures can be duly taken.....
