sí, como comentaba casi seguro que va por el año, lo que pasa es que en el texto del asker parece faltar la palabra "año" por algún lado y despista bastante, en este otro ejemplo parecido sí lo ponen y es mucho menos confuso:

No creo que se refiera al número de título emitido al estudiante 164, sino a la convocatoria de entrega de esos diplomas. Perdona, igual te estoy entendiendo yo mal :(

Lo primero que viene a la mente: el título n.º 164, (parece muy improbable).

Más bien parece el año 164 de la Univ. de Tennessee, pero las cifras no cuadran (tendría que haberse fundado en 1857):
