En todo caso sería "Central and South America", porque los centroamericaanos también forman parte de América Latina. Tú eres el que tienes la totalidad del texto y puedes extrapolar por el contexto. Ahora, si se trata, en efecto, de "South Central Los Angeles", en una traducción para América Latina o España yo usaría simplemente "barrios marginales de las grandes ciudades estadounidense".
