Also not processing (of) - with this statement, you most likely turn the whole thing around (the people processing the tenders/bids work for the company/agency that wrote the invitation to tender/bid! -> cf. order processing). "The tender/bid process starts after..." First, you create the relevant document; then, you submit it. Selecting the projects is part of the pre-tender process. If you're the company processing the bids, then why would you look for projects first?
