Die Angebotsbearbeitung erfolgt, nachdem eine zielgerichtete Auswahl bezüglich der für den Bereich interessanten Projekte stattgefunden hat. In dieser Phase muss der gesamte akquisitorische, technische, juristische und kaufmännische Sachverstand und des Gesamtkonzerns genutzt werden

Es geht um die"Angebotserstellung" zur Teilnahme an Ausschreibungen eines Bauunternehmens. Ich bin mir nicht sicher, ob "bid/quotation/offer" und wie mit "bearbeitung" umzugehen ist.

Thus, I assume we're talking about subcontractors. I don't know how else to interpret:
"Die Angebotsbearbeitung erfolgt, nachdem eine zielgerichtete Auswahl bezüglich der für den Bereich interessanten Projekte stattgefunden hat."

If you're the company processing the bids, then why would you look for projects first? Does this make any sense?

I would think the bids are processed by the organization/company calling for proposals. As I understand it, htis is the company who will make a proposal, but will first research/analyze all factors prior to making their proposal.
