A course offered in the Bachelor of Laws program at a Mexican university. No further context given, and although I've found some definitions of "delitos especiales" in Mexican law, I can't find anything on "delitos particulares". Would it just be referring to specific types of offences?

After some research, it seems that first you study 'Delitos en Particular' and then you study 'Delitos Especiales' in Universidad Nacional Autonoma de Mexico. I found manuals for these modules and it turns out that both of them refer to:

DELITOS EN CONTRA DE LA SALUD PÚBLICA, LOS SEXUALES, LOS COMETIDOS POR LOS SERVIDORES PÚBLICOS, LOS ELECTORALES Y EN MATERIA DE REGISTRO NACIONAL DE CIUDADANOS, ASÍ COMO LOS TIPIFICADOS EN LAS LEYES ESPECIALES DE NATURALEZA ECOLÓGICA Y FISCAL

El programa de Delitos Especiales explica que a medida que las sociedades avanzan, el Derecho a creado nuevas leyes y sanciones que caen fuera de los codigos penales.

I think these terms are very local and would be impossible to translate with a single term, which is why I have opted for a paraphrase as also used at:

Strictly speaking, there is no such thing as a private offense since all offenses are an outrage against the State.
