special crimes found outside the Penal Code Explanation: After some research, it seems that first you study 'Delitos en Particular' and then you study 'Delitos Especiales' in Universidad Nacional Autonoma de Mexico. I found manuals for these modules and it turns out that both of them refer to: DELITOS EN CONTRA DE LA SALUD PÚBLICA, LOS SEXUALES, LOS COMETIDOS POR LOS SERVIDORES PÚBLICOS, LOS ELECTORALES Y EN MATERIA DE REGISTRO NACIONAL DE CIUDADANOS, ASÍ COMO LOS TIPIFICADOS EN LAS LEYES ESPECIALES DE NATURALEZA ECOLÓGICA Y FISCAL El programa de Delitos Especiales explica que a medida que las sociedades avanzan, el Derecho a creado nuevas leyes y sanciones que caen fuera de los codigos penales.
