Afternoon all,

I’m working on a rush job, which is a notification issued by a Spanish University declaring a tender process void as no bids were received.

Seems straightforward enough, but I’m drawing a blank with “compete a esta Gerencia” in the following context:

“Con arreglo a la resolución de 25 de febrero de 2011 de la Universidad del XXXX, este expediente debe autorizarse mediante Resolución del Órgano de Contratación.

Conforme a las disposiciones citadas, compete a esta Gerencia,

RESUELVE:

Primero: Declarar desierto el procedimiento indicado en el encabezamiento.
Segundo: …”

James has clarified that the document is written by the "organo de contratación", ie "esta gerencia".

Literally, it means "it is the responsibility of this body to". However, I would simply say "we hereby resolve" - they wouldn't be issuing the resolution if it wasn't their responsibility.
