The difficult word to translate in this case is \"facultativo\" which more often than not means \"optional\" although that does not make sense in this context.
Fortunately, Glosario internaiconal del traductor by Marina Orellana has a few other options for \"facultativo\" including \"expert\". This does fit, since the Final Industrial Engineering Approval of the construction work would be issued by the Expert Authorities, or Expert Management, etc.
