This word as I know it refers to food, and I see that it is also used as slang for "loser", perhaps "redneck", or similar. I can't see how either meaning fits into this context. "GUISO" by itself, is the subtitle of an article from a Venezuelan newspaper, criticizing a shutdown of the Merida gondola in 2002. It mentions that two people are trying to convert a relatively minor brake problem into multi-million bolivar maintenance project; it also mentions that the minister of tourism was informed. Any thoughts?

Another option.
In Spain, this kind of fraudulent situation is often called a "tinglado" or "tinglao".
HTH.

Richard Boulter
: Since it's a subtitle, 'The Racket' or 'The Scam' might be best.
