Both good answers. While we could split hair all day over the meaning in this sentence, in actuality it occurs in regularity throughout the document. This is indeed a document on business strategy, so I am inclined to go back to my "Mini" - MBA days and use 'competitive advantage' as well, as I believe this was the author's intended meaning.

agree  Manako Ihaya: "Competitive advantage" is one of the snappy English terms I try to use in place of "competitiveness," which is too long and dull when it appears as often as 競争力 does in the original text. Also "competitive edge."

agree  Minoru Kuwahara: as a non-native English speaker, i really would not assume "competitiveness" is the only answer, however, you would put your translation that way in a general commercial context. i regard it as a simpler answer, not deviating from the origial meaning. -
