So "la monte" CAN NOT be about the tyre itself. Or more precisely, not ONLY about the tyre.
The only way I can see it making any sense IN THIS ST:
"une monte" is the combination of a vehicle and the appropriate tyre.

This is advertising.
They might have used some "creative" method for counting the number of car models, like counting two variants of the same model as two different models, just to inflate the numbers. Or maybe they counted of the fact that hardly anyone is going to check the count.
One way or another, can't see anything else that could make sense.

Strictly speaking HERE "couvertes" is an adjective qualifying the noun "(les) montes" // Never mind the grammatical niceties, **context always wins**, IOW have you got ANY other interpretation that would make ANY sense?

"Montes" is related to "mount(ing)" etymologically but this does not work in English. As we speak of tyre fitters/fitting companies, I'd say that "montes" is closest to "fits" here. We would also say "this tyre fits my car" etc, so there is an indirect link between "montes" and "model" (Daryo's suggestion), but "montes" is not "(car) model", so the asker has to make a choice as to what she thinks is best in the context.

Avant toute chose, sachez qu’il n’y a pas une règle qui s’applique à toutes les voitures et toutes les jantes tôle ou aluminium. Si une monte de diamètre inférieur (homologuée) existe pour votre véhicule, adoptez là pour l’hiver !

I was hoping there was a more specific word like 'mount' or 'rim', but after reading through many forums, websites, and online glossaries in both French and English, I can't find anything that suits it. Your second link would suggest that (wheel)mount might be appropriate here |

Clues staring in your face and waiting to be used?
Another reality check: if this press release is aimed at tyre fitters / retail sellers (as it most probably is) then the number of "monte" in the sense of "car models on which this new tyre can be used" would be a strong selling point, as most retailers don't want to end up in some niche market.
'23 sizes to cover 80 sets of tyres' seems wrong. I was hoping there was a more specific word like 'mount' or 'rim', but after reading through many forums, websites, and online glossaries in both French and English, I can't find anything that suits it.
'I'd rewrite it to say something like 'X launches exciting new range of tyres' and tell the customer why.'
I should have called it a heading. The title is already more exciting and covers the launch adequately.
That said, I don't think anyone will understand '23 parts to cover 80 sizes'. It's also incredibly dull - the headline should instantly tell you what the article is about, contain an active verb, and make you want to read on.
I'd rewrite it to say something like 'X launches exciting new range of tyres' and tell the customer why.
