Another way to think of the difficulty levels is this: an easy question is one that deals with everyday conversation. A pro question is anything else.
When deciding between easy and pro, err on the side of pro. Most questions will be pro.
* Note: non-member askers are not given the option of entering 'pro' questions; the only way for their questions to be classified as 'pro' is for a ProZ.com member or members to re-classify it.

The information provided suggests that the ideal value is another type of value which is separate from the monetary values associated with the person's property. The ideal value is not always the real value though it can be the peak value or estimated value before depreciation.

Discussion
From what I could find about "valeur idéale" of something that has a monetary value [this term is far more often used about "values" of all sorts of variables!] it would have nothing to do with some "rights" being held by one person rather than some other, so your explanation/comment "doit s’agir de droits qui n’appartiennent pas au patrimoine d’une personne" doesn't really clarify anything.
WHAT EXACTLY is supposed to have "une valeur idéale"?
