En materia de libertad sindical, el informe examina una serie de situaciones que constituyen obstáculos o violaciones a este derecho. En particular, se destaca la persecución política y judicial que sufren los trabajadores docentes de Tierra del Fuego, los azucareros de Salta y Jujuy, los estatales de Rio Negro y los trabajadores del subterráneo de la Ciudad de Buenos Aires.

My first tendency was to translate the term as "the right to unionize" or "the right to collective bargaining". Then I saw a number of relevant reference online to "freedom of association". Neither one seems quite right here.
