The title comes from a military expression. When a plane crashes for example in the jungle of Zaire, a decision has to be made whether it is economically or politically viable to recover it. If not, then an official order to abandon in place is sent; leave it in the location where it has crashed and do not rescue it.
So it´s when someone won´t have anything more to do with something.
