dropper
A dropper would be for tiny amounts of liquid. Maybe this could also be "measuring nipple or nozzle" or sometimes "metering" but that´s usually in industrial contexts.

orifice reducer / dropper insert
I use these daily in my work with aromatherapy. They slip into the top of the bottle, fitting under the regular cap, essentially sealing it to ensure that the contents are dispensed drop by drop. They are called "orifice reducers" or "dropper inserts". There may well be other kinds of "dosificadores", but what you are describing fits the terms I have provided.
