As I said, without context, the choice between "monitoring centre" and "observatory" is difficult. As the asker wanted a translation for "observatoire" I gave both. However, it is not true that "observatory" is only used in EU texts. It can also be found in a WTO context.

: yes but Cornelia it is fair to assume that art-telecom's press release was originally written in French. For all we know, it was translated internally by a native French speaker, to whom Observatory sounded fine.

: An "observatoire" is definitely some kind of "monitoring" facility. Your term is too vague for applications such as a "pharmacy watch" observatoire, an influenza "obs." &c.
