How would you translate the title of the exhibition so that it has the same artistic effect in English as in German?

I can only think of "Women's voice. Do women vote?" or "Women's voice. Do women have a voice?" but the first variant is not expressive at all while the second variant does not include the word "vote".

But if you have to mirror it on a German source text, that makes the job much harder to pull off. So in this case you may have no choice but to rewrite that for your English version. My suggestion covers the theme of women's voices needing to be heard (Frauenstimmen) while giving the 'Stimmen Frauen?' question a slightly sharper edge.
