Does it just mean "foundation"?

In the Larousse Dictionaory, "desplantar" means to uproot, take away, etc.
Now, would that make sense in this context? Here we are talking about cargo capacities, so in this specific case it would be the remova of the deep foundation through the inclusion of 20 to 25 meter piles with regards to the current level of the land.

Why do these piles exist? Because of the exploration in the depths of the foundation of the ocean (sea) having created these relatively high piles.
