Explanation:
unthrottled and unchoked are essentially the same. Whylidal gives us "unthrottled," but "ungoverned" has some appeal (even if not given). Your context should help. A governor (as you probably know) is designed to limit the engine's rpm. If the rpm cannot be limited, then I guess the engine is free-running or "ungoverned."
