This is an euphemism for \"brothel\" and it does offer \"female\" services. A venue for couples would be what here we call \"meublés\". There are meublés (apartments hired to one-night-stand couples of any kind) in Paral.lel but it\'s casas de cites people don\'t want there because...they\'re brothels, it\'s trouble, they sell sex, and don\'t tell that the granny next door. This case have been all over the news for some days. The area (Paral.lel) was for decades a small version of the Soho, with nightclubs, theatres, music-halls (ae, even there was a Molino Rojo and a Studio 54), bars and grottos of all kinds. A lot of it is gone and neighbours quite happy too...until news broke about the brothel. I believe the Council has revoked the license. Cheers :-)

Just an alternative suggestion, based on a literal rendering of "casa de cites," subject to confirmation according to the contents of the rest of your article.
The difference between a brothel and the latter establishments is that a house of assignation/maison de rendezvous does not offer personal services, but rather provides a romantic venue for couples who (often being married to other individuals) have no other trysting-place -- a quite civilized term, not at all like the roughly equivalent U.S. English phrase ("hot-pillow motel").
