Hi there. I'm having a little trouble with the meaning of "imponerse" in this sentence:

Veremos mediante su análisis que las razones políticas casi siempre se imponen a la legislación vigente o, al menos, permiten reinterpretarla interesadamente.

Context: description of university module examining a speech by Cicero given in 56 BC defending Cornelius Balbo who has been accused of obtaining Roman citizenship by illegal means.

Spanish from Spain for UK English. Any help with how to render this sentence would be much appreciated!
