My initial translation of the text:

It is the number of children whether enrolled or not in school that, after participating in reading initiatives, display improvement of fast reading and comprehension through after-training examinations.

I guess exámenes post-eventos might refer to after-training tests/examination.

I'd rephrase as below

Es el número de niñas/os integrados a la escuela o no, que habiendo participado en iniciativas de lectura demuestra a través de exámenes post-eventos mejoras en su habilidad para leer rápido y comprender.

It is the number of children, whether enrolled in school or not, who, following participation in reading initiative program(me)s, are tested to demonstrate the improvement in their ability to read quickly and comprehend.

It is the number of children whether enrolled in school or not, who, after participating in reading initiatives, display improvement in speed of reading and comprehension through/by means of post-initiative tests.
