I think this is it!! I was looking for something more lofty that "temporary" or "ad hoc". "At-will appointment" appears to be used for high-level positions. It is used in government and universities.
247 refs for "at-will appointment". I'm giving some representative samples below. Notice the salary range in the last example. That would not be referred to as a "temporary" job!

Cargo em comissão, conforme prescreve o inciso II do artigo 27 da Constituição Estadual, é aquele “declarado em lei de livre nomeação e exoneração”. Assim, não há que se falar em “mandato” de titular de cargo em provimento em comissão. O ocupante de cargo comissionado pode ser destituído a qualquer tempo, basta que não goze mais da confiança de seu superior hierárquico, que, in casu, é o próprio Governador. Segundo o magistério de Lucia Valle Figueiredo “o cargo pode ser em comissão quando sua vocação for para tal efeito, ou seja, o elemento que se vai investir no cargo deve gozar da mais absoluta confiança daquele com quem vai trabalhar”.

I've been trying to find a definition of "cargo em comissao" but I have not found anything clear enough. One of the sites that mention this term as oposed to "cargo efetivo" is this:
