This appears in a drug leaflet for healthcare professionals, as part of the description of the presentation of the drug: 75 MG COM REV CT FR PLAS OPC X 480 - PV e MS. 75 MG COATED TABLETS IN OPAQUE PLASTIC BOTTLE X 480 is obvious, but I cannot find anything for PV e MS. Ministerio da Saude??? These are antiretroviral drugs, but I don't think that this is relevant.

PV - I couldn't find anything online, I consulted a friend who works in the industry, and she believes it is “Prazo de Validade” (expiration date), but I can't confirm it.

PV - can be "Proibida a Venda" (Not for sale/Forbidden to Sell" since these drugs are related to distribution through the Brazilian health system and should not be for sale in any way.

This is where i got lost too. After consulting with 3 specialists on the field, none knew exactly what it was, so maybe it is somethig specific to your client?

Ministério da Saúde

As you mention, as the product is a antiretroviral drug the translation of MS would be "Ministério da Saúde".

In Brazil, the government has a Health Program for HIV drugs, which is given for free for the patients. The leaflet and the package must have the information that the product must not be sold and that it makes part of the goverment project.

PV in this case means "Ponto de Venda", which can be translated as "retail", when the patients buy their own treatment.
