Can anyone give me an idea what's meant by this?

In the following, the same sentence as the previous question:

Queste verifiche (relating to a tunnel boring machine), previste dalla normativa vigente in Italia, saranno eseguite dall'Unità Operativa Impiantistica Antinfortunistica (U.O.I.A.) del D.S.P. della Az. XXX di Bologna, che è il Servizio ad esse preposto ai sensi della legge della Regione Emilia-Romagna.

Is "preposto" "in charge", and, if so, what is in charge of what?

to whom they are accountable

(because l`Unità Operativa is the superordinate (d) authority on a higher level. I.e. those who carry out the verifiche are accountable to this superordinate authority. that´s at least how I interpret the sentence.
