I would like some assistance in how I should render the translation of this term in English.
An "aggravante ad effetto speciale" according to the Italian Penal Code is aggravating circumstances that:
comportano un aumento o una diminuzione della pena superiore ad un terzo

My solution would be to "aggravating circumstances that entail an increase or reduction of the sentence by more than one-third" (ad effetto speciale) - i.e. inserting the Italian indication in brackets afterwards in addition to the explanation.

Are there other standard practices in legal translation to translate the above term when an equivalent term does not exist in English.
