lightweight packaging
"Verpackung" is packaging, so "Leichtstoffverpackungen" is packagign which is lightweight.

I think the "weight" is optional. In addition, I am more used to reading about "packaging material" than just "packaging". "Low-density" is probably technically more accurate but "light" is often so interpreted.
