I actually agree with Phil, but this might involve property specifically, as in costs involved in using the physical assets in terms of the hospital room, equipment, etc, apart from medication. So it is like a catch all cost item.

Facilities can refer to the hospital's fixed assets. The second example sentence clearly refers to visits to Canadian healthcare facilities as buildings.

Based on this information, I'd probably tend towards using "asset utilisation cost" or "property utilisation cost". I'd wait for other colleagues' comments/contributions, though.
