"TIM" on Argentina Driver Licence

TIM followed by a number. Thought it might be abbreviation for timbre, but client says probably not, thinks it's a reference to an internal number at the local transit office. Anyone know for sure?

A guess: "Trámite Interno Municipal"? I have found this expression in a few places, though not specifically in relation to driving licences.
The name of the province appear on the license.
I have a License of "Ciudad de Buenos Aires", and it has not "TIM" number. TIA Rgds:)
