securities subject to allocation by lot
Apparently this particular set of securities has more demand than can be accomodated. Hence there is an allocation by lot (sorteo) to distribute them. I suspect the sub-sorteo is a mechanism to allocate the securities for which the "winner" of the first allocation chose not to accept.
