Marie-Helene is right - "from forums" probably means group discussions that occurred and resulted in a consensus

use as a premise

"to benchmark" means to use (something) as a point of reference or premise. So in your case, whatever has been agreed in the forums is to be used as the starting point for any further discussions or work.
