Does anyone know if EU requires by law translations of websites for example? If so, could you provide me with some links to this kind of information?

I don't think it's legal to require such a thing. The only requirement I can think of is for governmental sites in countries with two state languages to provide their news/updates in both languages, but even in this case they don't have to do it. What country do you mean? You can try and check regulations of this particular country, but don't ask in general, as the most general answer will be "No, they don't!".

I asked because I was asked myself by one of U.S. agencies I cooperate with. They have a client, who asked if in Poland or EU there were such requirements. I search for info and didn't find anything like that, so just wanted to make sure. I also thought about governmental sites.

there is no such requirement in Poland but obviously if you want to attract customers in Poland....
