Source text - English Evidence-based policy research: critical review of some international programmes on relationships between social science research and policy-making
Executive Summary
The report has two main objectives. Firstly, to critically present current programmes implemented by international organizations, which seek to enhance the interconnections between social scientific research and policy. Secondly, to highlight a series of critical issues with regard to the nature of the linkages between the two domains. This double venture and the debate it provokes ultimately aim to enable the MOST Secretariat to carve out its own niche in relation to other major organizations working in this field.
The first part proceeds to offer an empirical overview of the different ways that international multilateral organizations (United Nations University, the European Union, the World Bank, and OECD) build bridges between social scientific research and policy. Via this examination the paper reaches the conclusion that what one largely deduces from these ventures is that they are based on a rather positivist social scientific vision. Hence they, more often than not, lead to (with varying degrees) a rather conformist understanding of the link between the domains of research and policy (i.e. the emphasis is on evidence based research – with a strong quantitative dimension – providing solutions to problems.).
In the second part, the MOST Policy Paper via an exploration of the complex links between politics and social scientific knowledge convincingly argues that the aspiration to universal applicability (and by extension to an ultimately benevolent problem solving character) on the part of evidence based policy making is problematic. Consequently, he suggests that alternative social scientific perspectives are legitimate and that the accumulation of scientific evidence that, nevertheless, does not address conditions of unequal distribution and/or disempowerment will not lead to significant social improvements.
It is possible to have bad evidence-based policy making if the evidence used is biased, flawed or incomplete. One could also say that, depending on the purposes of data collection, evidence may serve unfair and unjust policy objectives. Statistical data as well as cartography are “texts”, and may be skillfully controlled and technically manipulated. (p. 32).
The text promotes a vision of a critical and engaged social science that problematizes current policy practices and visions and, thus creates the possibility for social transformation: “…research for policy is not so much about providing answers as about changing the way questions are understood, so that people (researchers and policy-makers, but other publics too) can begin to think differently, thus critically building the contours and contents of social problems”. (p. 37).

Ce rapport a deux objectifs principaux. Tout d’abord, il cherche à présenter de manière critique les programmes actuellement mis en place par des organisations internationales, programmes qui cherchent à développer les interconnexions entre recherche en sciences sociales et politiques. Ensuite, il cherche à mettre l’accent sur une série de questions critiques concernant la nature des liens entre les deux secteurs. Cette portée double et le débat qu’elle provoque visent finalement à permettre au Secrétariat du Programme MOST de se créer sa propre niche par rapport aux autre organisations principales travaillant dans ce domaine.
La première partie offre une vue d’ensemble empirique des différentes façons dont les organisations internationales multilatérales (l’Université des Nations Unies, l’Union Européenne, la Banque mondiale et l’OCDE) construisent des ponts entre la recherche en sciences sociales et les politiques. A l’aide de cet examen, le document conclut que ce que l’on déduit généralement de ces projets est qu’ils sont fondés sur une vision scientifique qui relève beaucoup du positivisme social. Ainsi, le plus souvent, elles mènent (à des degrés variables) à une compréhension plutôt conformiste du lien entre le domaine de la recherche et celui de la politique (c’est-à-dire que l’emphase est sur la recherche fondée sur des données probantes, avec une forte dimension quantitative, qui fournit des solutions aux problèmes).

Par conséquent, il suggère que d’autres perspectives en sciences sociales sont légitimes et que l’accumulation de données scientifiques qui n’abordent pas les conditions de distribution inégales et/ou de maintien dans un état de dépendance ne donnera pas lieu à des progrès sociaux considérables.
« Il est possible de prendre de mauvaises décisions fondées sur des données probantes si les données probantes utilisées manquent d’objectivité, sont imparfaites ou incomplètes. On peut aussi dire que, selon la raison du recueil des données, les données probantes peuvent servir des objectifs politiques inégaux et injustes. Les données statistiques et la cartographie sont des « textes » et peuvent être habilement contrôlés ou manipulés techniquement » (p. 32).
Le texte promeut la vision d’une science critique et engagée qui problématise les pratiques et visions politiques courantes et crée ainsi une possibilité de transformation sociale: « … la recherche sur les politiques n’a pas tant pour objectif de fournir des réponses que de changer la manière dont on comprend les questions afin de permettre une réflexion différente (par les chercheurs, décideurs politiques mais également les autres publics) et ainsi une construction critique des contours et contenus des problèmes sociaux » (p. 37).
