Protecting Migratory Animals in a Warming World
UN Wildlife Conference Agrees on Ambitious Targets for Migratory
Species Hit by Climate Change
Bergen, Norway, 25 November 2011 - Climate change is likely to become one of the
primary drivers of biodiversity loss in the 21st century as animal migration is closely
linked to climatic conditions. This was a major topic of a UN wildlife conference
organized by the Convention on the Conservation of Migratory Species of Wild Animals
of the United Nations Environment Programme (UNEP/CMS) from 20 to 25 November
in Bergen, Norway.
Helping migratory animals to adapt to rising temperatures and strengthening the
resilience of their habitats against the impact of climate change might be the greatest
challenge in the endeavour to save them.
Governments attending the meeting agreed on adopting national and international
strategies to help migratory animals to adapt to climate change and ensure that any
climate change mitigation action does not do any unnecessary harm.
“By strengthening ecological networks and removing obstacles to migration, the
Convention on Migratory Species can play a vital role in coordinating global efforts in
mitigating the negative impact climate change is having and might in future have on
migratory species and their habitats,” said CMS Executive Secretary Elizabeth Maruma
Mrema.
Climate change, which already is threatening long distance migrants, is forcing
increasing numbers of migratory animals from their historical habitats.
The Intergovernmental Panel on Climate Change (IPCC) has reported increases in
temperature of 0.6 degrees Celsius in the last century, and rises in global sea level by 0.1-
0.2 meters. It projects a further increase of 2-6 degrees Celsius by 2100 and a further rise
in sea level.
Sea-level rise threatens many critical habitats, such as low lying coastal habitats, which
often include important breeding and feeding sites for birds and marine turtles. For
example, it is estimated that 32% of the nesting beaches used by marine turtles in the
Caribbean could be lost with a 0.5 meter sea-level rise.

Reduced wetland habitats for feeding and breeding: Migratory birds such as the
Baikal Teal, Aquatic Warbler, and the Red Knot use wetlands as foraging grounds and
stop-over sites. In monsoonal regions, increased drought is drying-out wetlands while in
coastal zones, such as the Delaware Bay in the United States, changes in freshwater
flow affects wetlands through altered salinity, sedimentation, and nutrient loading
patterns. In the Bay area in particular, a 20% habitat loss is predicted by 2050 for a 2
degree Celsius rise in temperature with severe consequences on migratory shorebirds, for
which the area forms important intertidal foraging habitat.
Ocean acidification poses a major threat to coral reefs and krill having detrimental
effects on higher levels of the food chains including the Hawksbill Turtles and filterfeeding whales which mainly feed on krill and coral reefs. New studies indicate that
squid are also suffering due to ocean acidification. They are a major source of prey for
deep-diving whales, such as beaked and sperm whales.
Warming temperatures have also been shown to influence sex-ratios in marine turtles,
which have shown a 75% female-bias after approximately 0.4 degree rise in temperature
(from an initial gender ratio of 50%-50%).
Sea ice is melting in the Arctic, where the ice has receded by 14% since the 1970s.
Further melting would significantly affect numerous species, such as arctic mammals like
the Beluga whales and seals which depend on ice for foraging, breeding and to escape
predators.
Degradation of food webs: Global warming has already led to a 40% decline in
phytoplankton since the 1950s. The entire marine food web, including whale sharks,
Humboldt Penguins, seabirds and many whales and dolphins, are likely to be affected by
this trend.
Next Steps
The roadmap to tackle climate change is based on expertise on conservation, ecological,
climatic and legal issues. By adopting the CMS Resolution on Migratory Species
Conservation in the Light of Climate Change, countries have agreed on bold steps to not
only monitor the impact of climate change and identify the most vulnerable species. They
also focus on targeted climate change mitigation, adaptation and land use measures.
Improving the connectivity of critical habitats helps migratory animals to move to
favourable habitats to adapt to climatic and other change. CMS has already been involved
in developing transboundary critical sites’ networks to manage changing environments
for bird species covered under the African Eurasian Migratory Waterbird Agreement.
Long-term monitoring supported by local communities, fisheries and other observers is
required to fill knowledge gaps, as sound scientific data are necessary to detect the effects
of climate change.

Creating incentives for local communities is crucial to conserve migratory animals.
Capacity-building and training, development of alternative sources of income and full
participation of local people are essential for a coordinated response to climate change.
Recent tracking technologies, such as satellite tags and geo-locators, help understand
migratory ecology in space and time. The resultant maps and understanding are essential
to identify critical sites, designate protected areas and also helps to predict the likely
response of migratory animals to climate change.
Measures to mitigate climate change such as renewable energy, biofuels and geoengineering can significantly affect migratory species. Wind farms can lead to high
mortality of birds and bats, especially when placed in a migration corridor. Short-term
shutdowns to avoid collisions with birds can considerably reduce the mortality rate.
Guidelines are already in place to help avoid significant negative impacts on migratory
species from wind farms.
Landscape planning is a key instrument to address habitat degradation resulting from
land use changes, infrastructure and agricultural development. Developing ecological
networks and corridors will strengthen the connectivity of protected areas and corridors.
Healthy ecosystems, which also include large predators at the top of the food chain, can
better resist to climate change than degraded ones. Only as a last resort, should migratory
animals most threatened by climate change be translocated to suitable areas.
Scientific research on the phenomenon of animal migration and the threats to
maintaining this vital ecological function is essential to guide and develop effective
policy responses. CMS has urged governments to include measures in national and
international climate change strategies and to further develop guidelines to assist
migratory animals to adapt to climate change.
CMS works closely with a number of other Multilateral Environmental Agreements, such
as the Convention on International Trade in Endangered Species (CITES) and the Ramsar
Convention on Wetlands, to address jointly climate change.

en uno de los conductores primarios de la pérdida de la biodiversidad en el siglo 21, puesto
que la migración animal está estrechamente relacionada a las condiciones climáticas. Este
fue un tema importante de la conferencia de las NNUU sobre la vida silvestre organizada
por la Convención sobre la Conservación de Especies Migratorias de la Fauna Silvestre
del Programa de las Naciones Unidas para el Medio Ambiente (PNUMA/CMS) de 20 a
25 de noviembre en Bergen, Noruega.
Ayudar a los animales migratorios a adaptarse a los aumentos de temperatura y a
fortalecer la resiliencia de sus hábitats contra el impacto del cambio climático puede ser
el mayor desafío en la lucha para salvarlos.
Los gobiernos participantes de la reunión acordaron en adoptar estrategias nacionales e

El cambio climático, que ya amenaza a los migrantes de largo recurrido, está arrancando
a fuerza un creciente número de animales migratorios de sus hábitats históricos.
El Panel Intergubernamental sobre Cambio Climático (IPCC) posee reportados aumentos
de 0,6 grados Celsius en las temperaturas del último siglo, y aumentos del nivel del mar
de hasta 0,1- 0,2 metros. Estima todavía un aumento de 2 - 6 grados Celsius hasta 2100 y
más aumento del nivel del mar.

El aumento del nivel del mar amenaza a muchos hábitats cruciales, como los hábitats
costeros de tierras bajas, los cuales frecuentemente incluyen sitios importantes para la
anidación y alimentación de aves y tortugas marinas. Por ejemplo, se estima que 32% de
las playas de anidación usadas por las tortugas marinas en el Caribe puedan desaparecer
con un aumento de 0,5 metros del nivel del mar.
Hábitats de humedales para alimentación y reproducción reducidos: Aves
migratorias como la Cerceta del Baikal, el Carricerín Cejudo, y el Correlimos Gordo usan
humedales como sitios de parada y alimentación. En regiones monzónicas, sequías
extendidas está secando los humedales mientras que en zonas costeras como la Bahía de
Delaware en los Estados Unidos, cambios en el flujo de agua potable afectan los
humedales por alteración de los patrones de salinidad, sedimentación y concentración de

La acidificación oceánica impone una amenaza significativa a los arrecifes de coral y
krill causando efectos detrimentales en los niveles más altos de las cadenas tróficas
inclusive para Tortugas Carey y cetáceos barbados que se alimentan principalmente de
krill y arrecifes de coral. Nuevos estudios indican que calamares también están sufriendo
debido a la acidificación oceánica. Son una importante fuente de alimento para las
ballenas de sumersión profunda, como zifios y cachalotes.
El aumento de las temperaturas también influyen comprobadamente en la razón de
sexo de tortugas marinas, que han mostrado un 75% de aversión a hembras después de
aproximadamente 0,4 grados de aumento de temperatura (de una razón de género inicial
de 50% - 50%).
Las banquisas se están derritiendo en el Ártico, donde se han reducido 14% desde los
1970s. Un derretimiento aún mayor afectaría significativamente varias especies de
mamíferos árticos como las ballenas Beluga y focas que dependen del hielo para buscarse
alimento, reproducirse y escaparse de los depredadores.

cambios. La CMS ya ha estado involucrada en el desarrollo de redes de sitios críticos
transfronterizos de manejo de ambientes en alteración para especies de aves
contempladas en el Acuerdo sobre Aves Acuáticas Migratorias de África y Eurasia.
El monitoreo de largo plazo apoyado por comunidades locales, pesquerías y otros
observadores debe satisfacer las brechas de conocimiento, puesto que datos científicos
sólidos son necesarios para detección de los efectos del cambio climático.
La creación de incentivos para las comunidades locales es crucial para la conservación
de los animales migratorios. La formación de capacidades y la capacitación, el desarrollo
de fuentes alternativas de ingresos y una participación integral de las comunidades
locales son esenciales para una respuesta coordinada al cambio climático.
Recientes Tecnologías de rastreo, como los geolocalizadores y anillas localizadoras vía
satélite ayudan a entender la ecología migratoria en el espacio y el tiempo. El
entendimiento y los mapas resultantes son esenciales para identificar sitios críticos,
designar áreas de protección y también ayudan a prever la probable respuesta de los
animales migratorios al cambio climático.
Medidas para mitigar el cambio climático como energía renovable, los
biocombustibles y la geoingeniería pueden afectar de forma significativa las especies
migratorias. Plantas eólicas pueden causar alta mortalidad de aves y murciélagos,
especialmente cuando ubicadas en corredores migratorios. Cierres de corto plazo para
evitar colisiones con aves pueden reducir considerablemente la tasa de mortalidad. Ya
existen directrices para ayudar a evitar impactos negativos importantes de las plantas
eólicas sobre los animales migratorios.
El paisajismo es un instrumento clave para enfocar la degradación del hábitat resultante
de los cambios del uso de la tierra, infraestructuras y desarrollo agrícola. El desarrollo de
corredores y redes ecológicas va a fortalecer la conectividad de las áreas de protección y
los corredores.
Ecosistemas saludables, en los cuales incluso también los grandes depredadores del alto
de la cadena trófica pueden resistir mejor al cambio climático que en los degradados.
Solamente como último recurso los animales migratorios más amenazados por el cambio
climático deben ser removidos a áreas adecuadas.
La investigación científica sobre el fenómeno de migración animal y las amenazadas al
mantenimiento de esta función ecológica vital es esencial para orientar y desarrollar
respuestas de políticas efectivas. La CMS ha alentado gobiernos a incluir medidas en

estrategias nacionales e internacionales sobre el cambio climático y mejor desarrollar
directrices para ayudar a los animales migratorios en la adaptación al cambio climático.
La CMS trabaja en estrecha colaboración con una serie de otros Acuerdos Ambientales
Multilaterales, como la Convención sobre Comercio Internacional de Especies
Amenazadas (CITES) y el Convenio de Ramsar sobre Humedales, para tratar de forma
conjunta el cambio climático.

dos bebês

vimento que abrange a cidade toda e motiva toda sua população,
disseminando conhecimento e estimulando boas práticas.

A
NÁLISE GERAL

Situação das crianças e dos adolescentes no Brasil
Com ampla e intensa diversidade cultural, étnica e socioeconômica, o Brasil é o maior e
mais populoso país da América do Sul (e quinto do mundo), apresentando a
oitava
maior
economia mundial.
Os números oficiais apontam 191
milhões de habitantes, incluindo
60
milhões de crianças e adolescentes em 5.565 municípios. As regiões Norte e Nordeste do
País são as mais vulneráveis e têm as maiores concentrações de crianças e adolescentes
-
39.1% e 34.4%, respectivamente.
Em 2008, os dados oficiais indicam que 28.7
% da
população brasileira, ou seja, 54 milhões de
pessoas vivem na pobreza, sendo 19 milhões em
extrema pobreza. São cerca de 25 milhões de
crianças pobres, sendo quase 19 milhões
afrodescendentes. A situação também é mais
crítica
nos primeiros anos da inf
ância, com cerca
de 49% das cria
nças até 6 anos

milhões de meninas e meninos

vivendo na
pobreza.
Certamente, o Brasil tem reduzido de forma

el seus níveis de pobreza e é

até 2015. No entanto, esses resultados positivos refletem as médias nacionais. Ao focar os
indicadores por região, raça, idade ou gênero, o cenário ainda está longe do desejável. O
maior desafio do País é superar a pobreza e as
iniquidades
, garantindo o avanço dos
Objetivos de Desenvolvimento do Milênio também nos níveis estadual e municipal.
Dados como os listados abaixo refletem como o Brasil é um país de desigualdades e
a
importância da união de esforços entre
UNICEF,
e seus parceiros

governos

ção de
um futuro melhor para as crianças e os adolescentes:
Dos 11 milhões de crianças menores de 3 anos, mais de 80% não frequentam
creches. Aproximadamente uma em cada quatro crianças de 4 a 6 anos estã

Ação conjunta
entre
UNICEF
e seus parceiros
O UNICEF no Brasil atua de forma articulada com sociedade, governos e empresas,
ajudando a desenvolver e estimulando a criação e o fortalecimento de políticas públicas.
Dessa forma, gera impactos sustentáveis e em larga escala, contribuindo para a garantia
do
direito de cada criança e cada adolescente.
No entanto, para chegar a todas as crianças e adolescentes, é preciso chegar a cada um
deles, com suas características e situações específicas. Por isso, o UNICEF concentra
esforços em três áreas que aprese
ntam os indicadores sociais mais críticos: Amazônia
Legal, Semiárido e comunidades populares dos centros urbanos.
Desde 2004, uma das áreas prioritárias do UNICEF tem sido a região
do
Semiárido brasileiro
. Nessa área, que apresenta grandes
desafios em
termos de indicadores sociais, vivem cerca de 13
milhões de crianças e adolescentes. Desses, 70% em situação de
pobreza.
A
Amazônia Legal
, que é outra área prioritária para o UNICEF no
Brasil, tem o segundo maior número de descendentes de escravos no
Brasi
l vivendo em quilombos, como também é a Região com a maior
população indígena (60% da população indígena). Um dos maiores
desafios da Amazônia é fazer com que as políticas públicas cheguem
a todas as áreas, inclusive
à
s mais remotas e distantes dos centros
urbanos, considerando,
entre outros fatores, o isolamento geográfico de algumas comunidades, a dificuldade de
acesso a populações dispersas, a deficiente malha viária e os altos custos do deslocamento
fluvial, principal via de transporte.
As desigualda
des socioeconômicas se manifestam também nos
centros urbanos
, onde
residem cerca de 9 milhões de crianças e adolescentes. Pressionadas pela crescente
especulação imobiliária e pelo processo de exclusão social, as populações empobrecidas
se concentraram nas
comunidades populares afetadas pela falta de estruturas básicas, bem
como pela baixa qualidade de serviços essenciais, como segurança, educação e saúde. Tal
segregação resulta em dramática fragmentação social, gerando tensões, preconceitos e
várias formas
de violência. Esse cenário de

Por meio dos compromissos, o UNICEF
mobiliza as três esferas de
governo,

sociedade civil organizada e as

articular, implementar e monitorar ações

a garantia dos
direitos de todas e de cada uma da

crianças e adolescentes das Plataformas
e Centros Urbanos
. Essas atividades
envolvem a implementação de marcos
normativos, programas e ações nas
áreas de saúde, educação, proteção,
assistência social e meio ambiente,
promovendo o intercâmbio de boas prát
icas e o desenvolvimento das capacidades técnicas
e institucionais.
O Selo UNICEF Município Aprovado, por outro lado, mobiliza e estimula os municípios em
torno de objetivos e metas que devem ser alcançados para melhorar a qualidade de vida
das crianças
e dos adolescentes e a gestão das políticas públicas, buscando
institucionalizar e fortalecer o Sistema de Garantia de
Direitos na esfera municipal.
Ao mesmo tempo, o Selo promove a participação e
engajamento social de atores locais e das próprias
crianças e adolescentes em temas de interesse local e
em fóruns de participação. Os fóruns comunitários são
espaços onde se analisa a situação de infância e
se
propõem ações que possam ser realizadas pelas
autoridades municipais e pela comunidade.
As mudanças geradas por essas estratégias são monitoradas e avaliadas pelo UNICEF em
conjunto com o
m
unicípio. Aqueles que apresentam os melhores resultados são certificados
e reconhecidos com o Selo UNICEF Município Aprovado.
O Selo é realizado dentro d
e um cronograma de 36
meses com atividades de capacitação, mobilização,
desenvolvimento de ações, monitoramento e avaliação
bem definidas. Atualmente, mais de 1,8 mil municípios
do Semiárido e da Amazônia estão inscritos no Selo
UNICEF Município Aprovado.

por essa razão, a ideia da

Para isso, uma plataforma de comunicação será criada para realizar ações de comunicação
para sensibilização, conscientização e mobilização de pessoas e organizações em favor
dos direitos da primeira infância, principalmente de crianças

EXECUTIVE SUMMARY
UNICEF – (The United Nations Children’s Fund)’s mission is to guarantee that the rights of
every child and adolescent are respected and fully fulfilled. Given that there are great
territorial disparities countrywide, UNICEF’s Program in Brazil gives priority to children and
adolescents residing in the Amazon region, the Semi-arid region and in urban center popular
communities, which bear witness to serious and frequent violations of their rights.
Brazil has a population of approximately 191 million people, out of which almost 60 million
are under 18, equivalent to almost a third of the entire population of children and
adolescents of Latin America and the Caribbean. Those are tens of millions of persons who
have rights and obligations and need conditions to have their potential fully developed.
However, children are especially vulnerable to the violation of rights, poverty and inequalities
in the country. According to the most recent “National Research for Sample and Domiciles
(PNAD)”, conducted by IBGE (2008), 7% of Brazilian population is represented by children
under 4 years of age. At investing in early childhood (from 0 to 6 years of age) and securing
to children the right to protection, health and quality education, we promote the reduction of
inequalities. This is not, however, a task to the State only, but to the entire society. And
precisely promoting the community union around expectant mothers and infants guarantee
the great success
of the
Baby Week
, a mobilizing event around the early childhood
supported by UNICEF.
The Baby Week is a successful experience of raising awareness, sensitization and
mobilization along society and municipal authorities for the promotion of behavioral changes
and the creation of public policies that guarantee the rights of expecting women and infants.
The event encompasses a series of conferences, meetings, symposia, seminars, contests,
roundtables, workshops, film projections, artistic activities and baby-strolls held in a way that
embraces the whole town and motivates the entire population, spreads knowledge and
encourages good practices.
UNICEF acknowledges this initiative as a good practice and has taken on the commitment to
spread the Baby-Week at national, regional and global levels, encouraging capital cities,
towns of the Legal Amazon Region (formed by the states of Maranhao, Para, Mato Grosso,
Amazonas, Acre, Amapa, Roraima, Rondonia and Tocantins) and towns of the Brazilian
Semi Arid Region (formed by the states of Alagoas, Bahia, Ceara, Espirito Santo, Maranhao,
Minas Gerais, Paraiba, Pernambuco, Piaui, Rio Grande do Norte and Sergipe) and large
urban centers, to hold their own Baby-Weeks. This way, in addition to the Baby-Week yearly
held in Canela/RS since the year 2,000), several other towns have embraced the initiative as
of 2011.
Estimates say that up to 20 Baby-Weeks should be held in 20 towns of Pernambuco State
between 2012 a 2015, all supported by the partnership between Sanofi and UNICEF. It is
worth highlighting that the participation of towns is voluntary. UNICEF’s roll is to encourage
the participation and contribute through the conduction of initiatives.
One of the main values added by UNICEF Brazil is their capability to articulate intersectoral
and intergovernmental partnerships. In this regard, it is extremely important to establish an
alliance with an important corporate partner so that we can feasibly carry out countless
events throughout the entire country, jointly promoting a national mobilization in favor of the
early childhood. UNICEF would be responsible for the mobilization and articulation of several
different sectors of government and society and the provision of technical support in the
organization of Baby-Weeks, so that the rights of the children can be guaranteed.

In Canela, a town pioneering in carrying out Baby-Weeks, there are evidences and proofs
that confirm changes in the lives of children and in the community attitude, a fact that
encourages UNICEF to continue to provide support for the conduction of the event, and to
spread the experience to other Brazilian towns. The following percentages are good
examples:
Exclusive Breastfeeding for the first month raised from 61,8% (2000) to
87,9% (2007);
Teenage pregnancy dropped from 24,3% (2000) to 18,2% (2008);
Number of Women who completed prenatal testing increased from 34,9%
(1999) to 72,7% (2008);
Birth Certificates guaranteed to 98.2% of childbirths in 2008.
1. GENERAL ANALYSIS: The Children and Adolescent Situation in Brazil
Given the wide and intense cultural ethnic social and economic diversity, Brazil is the largest
and most heavily populated country in South America (raking fifth worldwide), and the eighth
largest global economy. Official figures indicate Brazil as a country with 191 million people,
including 60 million children and adolescents in 5,565 towns. The country’s North and
Northeast Regions are most vulnerable and hold the largest concentration of children and
adolescents - 39.1% and 34.4%, respectively.
Official data from 2008 indicate that 28.7% of the
Brazilian population (i.e., 54 million people), live in
poverty, considering that 19 million live in extreme
poverty. There are approximately 25 million of
poor children, considering that almost 19 million
are Afrodescendent. The situation is more critical
during the first years of early childhood, since
nearly 49% of children under 6 years of age –
almost 10 million boys and girls – live in poverty.
Certainly, Brazil has managed to considerably
reduce their poverty levels, It is one of the nations
in the world committed to achieve the Millennium
Development Goals by 2015. However, those positive results reflect a national average.
Once the focus is over indicators based on region, race, age and gender, the scenario
shown is far from desirable. The major challenge to the country is to be able to overcome
poverty and iniquity, and guarantee that it is possible to make headway towards the
Millennium Development Goals at municipal and state levels as well.
The following data listed below show Brazil as a country of inequalities, and how the joint
efforts from UNICEF and their partners, society and governments are important for the
promotion of a better future for children and adolescents:
More than 80% of the 11 million children under 3 years of age are not
enrolled in daycare centers. Approximately one out of four children between 4 and 6
years of age are not enrolled in school;
64% of poor children are not enrolled in any day care center during their early
childhood;

Malnutrition among infants under 1 year of age dropped more than 60%
during the last five years; however, there are still approximately 24 thousand children
under 1 year of age who suffer from malnutrition.
2. Joint action of UNICEF and their partners.
UNICEF in Brazil operates in conjunction with society, government and enterprises, helping
the development and encouraging the creation and the strengthening of public policies,
generating sustainable impacts and in a broader scale contributing to guarantee the rights of
every child and adolescent.
However, in order to reach all children and adolescents, it is necessary to consider the
specific situations and characteristics of each one of them. That is why UNICEF efforts are
endeavored in three of the most critical areas according to indicators: the Legal Amazon
region, the Semi Arid region, and urban center popular communities.
Since
2004, the
Semi Arid Region
of Brazil has been one of the
priority areas to UNICEF. According to social indicators, the region
presents great challenges, for 70% of 13 million children and
adolescents live in poverty.
The Legal Amazon,
another priority area to UNICEF in Brazil, has the
second largest population of slave descendents in Brazil living in
“Quilombos”. In addition, it is the region in Brazil with the greatest
number of indigenous peoples (60% of the indigenous population).
One of the major challenges in the Amazon is to make public policies
reach out all areas, including those most remote and distant from
urban centers, whereas, among other factors, certain communities are immersed in
geographical isolation, it is difficult to get access to disperse populations, the road network is
deficient and the cost of navigation, the main form of transportation, is high.
Socioeconomic inequalities are also manifested in
urban centers
where approximately 9
million children and adolescents live. Overwhelmed by an increasing real estate market
speculation and by the process of social exclusion, impoverished populations congregate in
popular communities affected by a lack of basic infrastructure, as well as the poor quality of
essential services, such as security, education and health. Such segregation produces a
dramatic social fragmentation that generates tension. This landscape of disparities
produces deep impacts mainly in the lives of
children and adolescents who live in popular
communities and face daily situations of great
vulnerability, in addition to having their rights
constantly violated.
In those three priority geographical areas, UNICEF
operates in two fronts: the
articulation of

commitments
for children and adolescents and the consolidation of the
UNICEF Municipal
Seal of Approval
.
The UNICEF mobilizes three spheres of
governance, organized civil society and
enterprises
through commitments
to
launch, coordinate, articulate, implement
and monitor actions and resources aimed
at guaranteeing the rights of every and
each child and adolescent in the Platform
for Urban Centers. Those activities involve the implementation of normative frameworks,
programs and actions in health, education, protection, social work and environment areas,
fostering the exchange of good practices and the development of technical and institutional
skills.
The
UNICEF Municipal Seal of Approval, on the other hand, mobilizes and encourages
towns to reach goals and objectives needed to improve the quality of living of children and
adolescents and the management of public policies,
aiming at institutionalizing and strengthening the
System that guarantees the fulfillment of the Rights at
the municipal sphere.
Simultaneously, the Seal promotes the participation and commitment of local actors and the
children and adolescents themselves in themes of local interest and in participation forums.
Community forums are spaces where the children situation is analyzed and actions are
proposed to municipal authorities and community.
Changes generated through those strategies are monitored and assessed by both UNICEF

The Seal encompasses a schedule of 36 months of
well-defined training, mobilization, action development,
monitoring and assessment activities. Currently more
than 1.8 thousand towns of the Semi Arid and Amazon
regions are enrolled in the UNICEF Municipal Seal of
Approval.
3. The Baby-Week
The purpose of the UNICEF’s global strategy for the
early childhood is to improve children under 6 years
of age indicators, and to give these individuals
entitled to their rights a chance to a full development
and survival. To multiply the impact of actions and
speed up the achievement of results, it is necessary
to consolidate public policies that guarantee the rights
to every child. The Baby-Week concept is being
incorporated into UNICEF’s strategy as an action tool,
and the experience in Canela represents a reference
framework for the promotion and expansion of this
action format to Brazilian towns and regions where
UNICEF has stronger presence.
3.1. Project General Goal
To guarantee the right to survival and the full development of infants, that is, children under
6 years of age, emphasis given to 0 to 3 years of age group, by implementing municipal and
state policies.
3.2. Expected Results
Municipal Governments and citizens mobilized and sensitized to conduct their
respective Baby-Weeks
Public policies that address the early childhood and are devised and/or
strengthened by towns participating in the Baby-Week
Create knowledge and commitment on the topics related to the survival and
the rights of the child throughout municipal governments and among citizens.

3.4. Changes expected in public management and the lives of children under 6 years
of age
The aim of the project is to generate positive changes in the lives of children during
three years and in the medium run. Main examples include:
Along three years:
The increase of prenatal coverage;
The reduction of child mortality, with emphasis on Neonatal period;
The reduction of the number of Births not registered;
The improvement of access to health and education services (children
education);
The increase of exclusive breastfeeding percentages for babies in their first 6
months of age;
The increase of HIV and syphilis testing during prenatal period;
The improvement of vaccine coverage;
In the medium run:
The knowledge improvement of health, education and social work
professionals on policies that guarantee the rights of the infants;
The civil society mobilized for the rights of the infants;
The participation of adolescents and youngsters on activities for the rights of
the infants (0-6 years of age).
3.5. Forums of Debates, Social Work and Guidance
The purpose of Baby-Week is to mobilize town and technicians around the discussion of
infant’s physical and mental health, assess social indicators, provide information to families,
discuss and publicize the rights of children and adolescents, provide prevention guidance
and education, and create communication channels that reveal the importance of early
childhood for a world of peace.
3.6. Education, Culture and Civil Responsibility
Cultural activities enable the construction of
knowledge and intellectual, psychic and physical
development. Practices identified in activities
such as theater performances, puppet shows,

dance, music and entertainment in general favor personal development, inserting the
individuals in a social environment they are part of. Cultural activities are important vehicles
for the knowledge dissemination, sensitization and community engagement.
3.7. Street Activities
Street activities are mobilizing and
assemble many families with small
children. Since 2010, the main square
park in Canela has staged several
leisure and education activities during
the Baby-Week, when it is temporarily
called
The Family Park
.
The Baby-Week in Canela ends with a
great walk that assembles families,
babies in their prams, officials, music
bands, giant puppets and other
attractions. All towns that organize their own Baby-Week end up their activities with a baby
stroll.

4. UNICEF’s commitment with the expansion of the Baby-Week
The UNICEF has taken on the commitment to disclose the Baby-Week at national, regional
and global level, and to encourage capital cities and towns in the Brazilian Legal Amazon
and Semi Arid Regions and urban center popular communities to get their Baby-Weeks
organized.
It is estimated that 20 towns in the state of Pernambuco will be implementing the initiative
yearly during the length of this project.
5. Next Steps

In 2012, UNICEF shall be working along with partners at several managerial levels and with
the civil society in order to consolidate the Baby Week as an opportunity for all towns to:
Strengthen their network;
Have a complete early childhood policy, so to guarantee the rights of every
child under 6 years of age.
6. Monitoring and Assessment:
The proposal shall be monitored at two levels: at the level of each participating town and at
project level. The monitoring shall be conducted in conjunction with state and municipal
networks, by using process indicators and child life change indicators.
6.1. Monitoring at town level:
Each town that adheres to the project should inform data pertinent to the following
indicators

in the beginning of the partnership (baseline) and yearly. A standard instrument
(form) to gather information on these indicators should be drawn up to enable the analysis of
information:
Percentage of malnourished children under 2 years of age;
Child mortality rate;
Percentage of neonatal deaths out of the number of total child deaths;
Percentage of liveborn infants from mothers who attended at least seven
prenatal appointments;
Percentage of children under 1 year of age with birth certificate, out of the
total of liveborn children;
Percentage of infants exclusively breastfed until the age of 4 months;
Percentage of infants under 1 year of age immunized with tetravalent vaccine;
Percentage of infants under 1 year of age immunized against Hepatitis B;
Prenatal consultation coverage;
Offer of HIV testing to pregnant women.

Those indicators will serve as a reference to follow up the baby situation in the towns
participating in the project. However, it is worth highlighting that the project seeks to
contribute to the changes in the lives of children, and to acknowledge that social indicator
improvements are result of a combination of several factors, including other initiatives
conducted in the area. In this sense, it is important to clarify that the indicator improvement
mentioned above cannot be directly attributed to the Baby-Week; however, the follow up will
help to put in evidence areas which the Baby Week will be contributing to.

8. The support from Sanofi’s “A Healthy Child is a Happy Child” Program
The partnership with Sanofi through their Program “A Healthy Child is a Happy Child” will be
very important to make the Baby Week feasible in 20 towns in the state of Pernambuco.
This project is expected to contribute to a massive Baby Week awareness and conduction in
further towns in the state of Pernambuco in the coming years, as well as in many other
Brazilian towns in regions where UNICEF gives priority to the operation, which will certainly
bring benefits to the entire town community, and specifically to expecting mothers and
children at their early age.
8.1. Communication Strategy
Through the Baby Week Communication Strategy, Sanofi’s Program “A Healthy Child is a
Happy Child” will be part of the set of initiatives to help:
- Sensitize the society and raise awareness about themes related to child survival and
development;
- Mobilize governments and society in 20 towns in the state of Pernambuco where Baby
Weeks are held for the rights of the child at early age.
In this fashion, the Program “A Healthy Child is a Happy Child” will contribute to the
promotion of
behavioral changes
and with the
creation and adoption of public policies
for the children at an early age.
8.1.2. Communication Actions
The Baby Week is based on communication processes among several actors, and the idea
behind the current strategy is to strengthen them to contribute in the achievement of the
initiative goals.
The creation of a platform that enables the conduction of communication actions to sensitize,
raise awareness and mobilize people and organizations in favor of the rights of children at
early age, principally those under 3 years of age is essential.
Communication actions will use
online and offline
channels operating in synergy with four
different modalities of communication:
a)
Traditional Media Communication Approach
In addition to the use of media by the towns themselves with the support from the UNICEF,
the communication strategy also anticipates the creation of radio spots for a certain number
of towns that adhere to the initiative as a way of securing the participation of the entire
population, principally segments C and D of the society. Quarterly electronic bulletins will
also be produced.
b)
Communication at events
The events will have specific communication actions to convey messages to the population
about the care for children under 6 years of age.
c)
Communication for the development
UNICEF will also support the training on rights of the children at an early age using
publication content such as the Guide of the Rights of Pregnant Women and Infants
addressed to articulators of the UNICEF Municipal Seal of Approval, community leaderships,
tutelary council officers, health community agents, and other representatives of rights
systems.

8.1.3. Exposure of “A Healthy Child is a Happy Child” Program at events
As part of the partnership communication plan during the events, the following actions can
be developed according to the support and negotiations with the event organization (at local
level):
Incorporation in communication materials;
Highlights on the Baby Week site;
Space, in agreement with the town hall, during the event;
Distribution of “A Healthy Child is a Happy Child” Program materials at
venues where conferences and other Baby Week activities are held:
Hang up of Banners in areas authorized by the town hall;
The sponsor could discuss with the organizing team other actions of interest;
Support divulgation at Sanofi’s institutional site.
All 20 towns will have basic communication material consisting of posters,
banners and folders with information about the event’s program. UNICEF will
produce a template for brands and other elements as a suggestion. The town team
can download the material from the Internet and adapt it to their own reality.
