В соответствии со Свидетельством об аккредитации №0080 Институт получил право на реализацию профессиональной образовательной программы по подготовке консультантов по налогам и сборам.
Требования к квалификации:
Высшее профессиональное (экономическое или юридическое) образование, дополнительная подготовка в области налогов и сборов и стаж работы по специальности не менее 3 лет или среднее профессиональное (экономическое или юридическое) образование, дополнительная подготовка в области налогов и сборов и стаж работы по специальности не менее 5 лет.
Подготовка ведется по единой программе дополнительного профессионального образования, разработанной и утвержденной Палатой налоговых консультантов. Итоговым контролем знаний по данным программам является квалификационный экзамен, проводимый Палатой.

I'd use "Professional Training Program" skipping "дополнительного".
Consider: Подготовка ведется по единой программе дополнительного профессионального образования, разработанной и утвержденной Палатой налоговых консультантов. which means,
1/ this program is available only for those who have relevant education in specified fields;
2/ it is introduced 'locally' - by Палатой налоговых консультантов - so it can hardly be recognized as "education-education" outside the pretty narrow field (taxation). So i'd call it "training".
In Canada there is a so-called ICB (Institute of Canadian Bankers) - they offer both educational and training programs primarily for those who are already working in the field. So if it's, say, a university course - it can read 'education'; but if it's some (can be e-learning as well) course on, say, "Privacy" or "Negotiations & Fraud" - it's more likely a 'training program' where after taking a test you receive a certificate of completion (and no credits). and here they say: Итоговым контролем знаний по данным **программам** является квалификационный экзамен.
