On an internet portal or online bank, for example. What is the standard term for this in English (and it's not "service message", from what I can see).

system status

No, it's not the literal meaning or even especially close. But it's what Apple uses on their MobileMe service to inform users of periods when the system is not operating normally, e.g., during downtime for maintenance or unplanned service interruptions.

TDC i Norge uses "Operation Information" (at the first link below) as their translation of "Driftsmeldinger" (second link). I like that less than "System Status", but I use it here as an example of straying from the straight and narrow in translating this term.

operations message

A 'driftsmelding' is something that occurs to alert service persons that an irregular situation has occurred. In the olden days, we would have called it an error message (feilmelding), but in these days of service level agreements with guaranteed accessibility in the higher 99th percentile, errors have become something about which we do not talk. An error would initiate a downtime period, while an operations message (your hard drive will self-destruct and go down in flames in 47 seconds) just launches corrective action without harming the all-important accessibility figures.
