It's a member of a Roman Catholic Third Order.

agree Rebecca Garber : Might want to note that the tertiary in question is a lay woman, as tertiaries could be both male and female.

Although I agree with Maki I would use this term as it is more descriptive of the function and standing of the person involved, (for non Roman Catholics)
