I would probably not stick too closely to the text here (or is it for legal purposes, in which case I might!) and say that the Mieterbund "considers that a large number of them must come to terms with the fact they will receive a negative response; approximately 100,000 will have to find new accommodation."
I assume that the "response" comes as a result of having filled in a form or such like for housing benefits?

would be the proper legal term if its done by a governmental agency as I think it is in this case. It's more like an expert opinion, which can be challenged in court, which then hands down a 'decision'
