Given that "county authority" is being used here as a translation of "fylkeskommune", what then would the adjective form be (fylkeskommunal), e.g. fylkeskommunale foretak? Would it still be "county authority"??

The weirdness... ...that is Norwegian public administration does not translate easily. Ask 100 Norwegians what fylkeskommune means, and 98 won't be able to answer. The remaining 2% who know, probably work there, in some administrative capacity doing Lord knows what. Fylke isn't exactly the same as county, kommune is municipality, and fylkeskommunal should probably be translated into local government something, where something could be business, venture, investment, or whatever else fits. There is a strong movement calling for the eradication of fylkeskommune as a public administration tier, and I'm all for it.

This is the term used in the translation of the Local Government Act (kommuneloven).

regional council

The term to choose depends on which country your translation is targeted for. Here in Namibia they call it Regional Councils. The Norwegian term "fylke" is a regional structure in some places called counties, and a "fylke" consists of lots of municipalities. In Norway you have three levels of administration: national, regional (fylke) and municipality levels.

As previously mentioned, it is hard to translate directly. You have to adapt it to some regional/county level of administration in the contry you are targeting for.
