A Região Nordeste é caracterizada pelos prolongados períodos de SECA e ESTIAGENS, com registros históricos do século XVI, causando grandes prejuízos sociais e econômicos.

Não estou conseguindo ver a nuance (se é que existe) entre os dois termos.

agree rhandler : Existe uma diferença de intensidade entre seca e estiagem, pelo menos no Brasil, quando se fala do Nordeste, razão pela qual o texto original usa as duas formas. Sua solução me parece boa.

dry season & low water

Seca = dry (season)
Estiagen = low water (Routledge and Oxford dictionaries)

Regarding airmailrpl´s disagree, I am sorry I do not have Portuguese electronic dictionaries, so I have to paste the meanings from my Spanish ones. Estiagen in portuguese is estiaje in Spanish.

ebb tide, low water (Oxford)

Drought (proposed as equivalent of estiaje) means sequía in Spanish, which is not the same as estiaje.

IN OTHER WORDS:
ALTHOUGH THE CONCEPTS ARE SIMILAR, THE ESTIAJE (LOW WATER) IS A CONSEQUENCE OF THE DROUGHT, BUT IS NOT THE DROUGHT ITSELF.

Estiaje and sequía are completely different words in Spanish. Please check the dictionary. I did.

Drought

De acordo com o dicionário técnico e científico da Verbo as duas palavras significam "drought". Eu optaria por traduzir apenas por drought.

Drought and aridity

They are not quite the same thing: drought = lack of rain, aridity = dry conditions for other reasons e.g. topographical, position of mountains, watersheds, etc. Hope this helps.
