コロンとした usually includes the ideas of both roundness and chubbiness, but "chubby" doesn't really work for bags, and "bulbous" sounds unappealing, so...

I think コロンとした definitely means something puffy, but not necessarily rounded, as shows a rapid google image search and the following link
