Financial Burden- Many participants mentioned an uncertainty about which expenses they were required to cover as well as the inability of insurance plans to cover the costs of treatment.

"You are in [treatment] for a while, and out of the blue here they come with a bill this big and…You are dead! Because how are you going to pay for it?"

Other patients recognized financial expenses as a primary concern for participants.

負担軽減費( )

治験に参加すると被験者は交通費がかかったり、
勤めを休んだりする必要があることから、
被験者の経済的負担を減らすために、
被験者に対して支払われるお金のこと。

被験者の不利益を救済する為の制度であり、
謝礼や経済的メリットを目的とはしていません。

以前は、「治験協力費」とも呼びましたが、
最近の医療機関では「負担軽減費」の方が
好まれて使われています。

「協力費」という名称だと、
治験に「協力」してくれた「謝礼」「報酬」
というニュアンスが強く、
治験への参加が経済目的(お金目当て)
であるかのような印象を与えることから、
今では、 「補助金」のイメージがある、
「負担軽減費」が定着しました。

「負担軽減費」は、治験依頼者(製薬企業等)が用意し、
治験を実施する医療機関を通して支払われます。

負担軽減費の額は、
治験の種類、つまり、
疾患、患者の受ける侵襲・苦痛、検査の内容・かかる時間等
によって異なりますが、
一回の通院につき、
大体、7000円前後が目安とされています。

負担軽減費は必ずしも支払われるとは限らない

負担軽減費は、
治験の為に来院することに対して支払われます。

文部科学省の通知で、負担軽減費が、
外来患者を想定して記述されていた為です。

従って、もともと入院している方の場合、
来院という作業が発生しないので、
本来は負担軽減費は支払う必要はありません。

また、治験のためのみに入院する必要がある場合は、
入院と退院を1セットとして、1回分支払われます。

つまり、
入院者に対する治験、入院が必要な治験の場合、
負担軽減費を目当てに治験に参加することは、
不可能です。
なぜなら、支払われないからです。

しかし、負担軽減費の中には、
治験に参加することによる被験者の精神的負担を、
経済的な面から補填する
という意味もあることから、
入院している被験者にも、
ある程度の額の「負担軽減費」を支払うべきだ
という意見があります。

また、病院のすぐ近くに住んでいるため、
交通費をかけずに来院できる被験者にも、
負担軽減費は他の被験者と同額支払われるので、
入院している被験者と同じではないか?
という矛盾もはらんでいます。

但し、上記のような制限があるのは、
国立の医療機関の場合であって、
私立の医療機関の場合は、
各医療機関の事情に応じて多少の裁量が認められています。
治験審査委員会で事前に協議し決めた、
