I'm not saying that this is generally used in Italian (and the fact that this appears in upper case would indicate that it is an acronym), but if it's listed in a monolingual Italian dictionary suggests that the English term "tar" is used, if only occasionally, in the Italian language.

The use of capital letters puzzles me though and following various searches TAR rarely appears unless referring to Tribunale Amministrativo Regionale, which is obviously not the case here!

Tar in inglese significa catrame.Maybe it means something like that.I think you shhould give it a try...Sorry for bilinguality.That's the bless of the fact when somebody speaks 2 languages at a certain level...

concordo con Ivana (tar)


Explanation:
COncordo pienamente con Ivana, aggiungo solo questa risposta perchè non c'è abbastanza spazio nel commento.
TAR sono residui pesanti di raffineria (vedi ad es: http://www.enel.it/attivita/ambiente/glossario/tar.asp) e mi sembra proprio che anche in inglese sia usato il termine tar.
E' vero che TAR in maiuscolo fa prima venire in mente ai tribunali regionali, ma si trova anche con questo significato (residui pesanti di raffineria) in maiuscolo. vedi appunto il sito che ho aggiunto o questo https://www.cti2000.it/virt/cti2000/messaggiosingolo.php3?id...
o molti altri...
In inglese però mi sembra sia usato in minuscolo 'tar'.
