Sounds like a transformer substation to me.
You have high voltage coming straight to where a lot of power is needed on HT lines because less energy is lost over long distances. Then you have a transformer substation that transforms the high voltage into usable industrial voltage where it’s needed, such as a big factory or pier as in this case.

agree  marionclarion: but wouldn't it say dalla - alla is almost the opposite?? 2. Gotcha!!

  -> l'ho inteso come "sottomesso" e quindi dipendente da...; non so che cosa costruiscono presso il molo, ma credo che la centrale dia la corrente e non viceversa
