neutral  Renate FitzRoy: to me, the word "rapport" has very positive connotations. It does not sit as comfortably in a negative context.

-> Nähe seems very positive too.

agree  Darin Fitzpatrick: I like it for just this reason - the descripiton is the lack of a positive attribute.

Nähe herstellt
remains distant

Explanation:
Actually I think Kim's suggestion is a good one, but this would be another possibility - obviously it's just a turning around of the idea that's being expressed.

I like the other answers as well, but this also seems a good possibility.

Peer comments on this answer (and responses from the answerer)
disagree  Armorel Young: conversance is a rather obscure word meaning to have knowledge of a subject - it is not possible to "establish conversance" (the more usual phrase is "to be conversant with s.th." - but it's just not appropriate here)

does not seek communication (interaction) on a more personal level/is not very approachable (hier)

Explanation:
in the sense that (= variations)

one does not seek communication/interaction on a more personal level

he/she is not very friendly/informal (when interacting/communicating) with co-workers/employees.

does not seek/establish/encourage closer communication/interaction

seeks (encourages/invites) little personal interaction
freer:

does not allow closer interaction/ is not (remains) approachable

shies away from closer interaction
or from closer communication

or, from the opposite end:
remains formal
remains unapproachable

Nähe herstellt
is not very accessible / is reluctant to open up

Explanation:
Just a couple more ideas.

Note added at 14 hrs (2007-01-08 06:51:42 GMT)
--------------------------------------------------

- is rather impersonal
- whose personal interaction skills are underdeveloped / generally poor/weak
- is weak on the personal interaction front
(althouth poor/weak aren't quite "it" - but it's a thought, nonetheless)
