low voltage in limbs leads
AFAIK, "peripheral" characterization of low voltage is very common in German, but much less so in English reports (i.e., you would probably just find "low voltage" in most English reports).
When including the "peripheral" information, "low voltage in limbs leads" (or "in peripheral leads") seems to be more common than "peripheral low voltage" which is mostly found in publications of German authors.

Disclaimer:
This is only an analysis of 'probabilities'; I might certainly be wrong in this analysis since "per. Niederspannung" is a term that might be ambiguous. It must also be distinguished between voltage and tension.
